In an effort to grasp at straws, I still say the Forseti file could be fabricated. I'll provide my reasoning below.
UNLESS the infomation is about the Plague, in order for the Forseti file to generate the amount of public outrage the colonials seem to be hoping for, it needs to document multiple instances of atrocities and provide strong indication that these instances are the result of official policy or gross failures of command responsibility, instead of being the work of 'a few bad apples'. No matter how good the colonial intelligence network is, the information still needs to have a source. Again, ASSUMING multiple instances, then we are either looking at a long line of near-total terran operational security failures (simply being on the receiving end doesn't mean you know everything about it), or the colonials have a (wo)man inside at the top ranks of the terran military or political or intelligence establishment. Someone who has access to this kind of information. Now, if they have access to this and a method through which to provide the information to the colonials, then they will have also had the opportunity to provide colonial intelligence with the information necessary to fabricate a convincing story around.
The main problem with this line of reasoning is that the story will need to be seamless to pass Occam's Razor in front of professional scrutiny, but even if it isn't, it might be enough to fool a person with an average ship captain's security clearance.
Or perhaps the Forseti file is full of cases where Terran Navy ships are seen ruthlessly obliterating civilian colonies. And now that Captain Kurosawa let the enemy mothership go, perhaps Forseti file v1.1 will feature footage of the 'Risae Massacre'. Names and dates would check out.

edited to add: Now that I see the page in better resolution, the Captain's phrasing 'dirty little secret' does seem to indicate a single instance. The Plague?
So what's next? The Hypatia does a round-about and confronts the Outcast?

Got this feeling that it might be Hammer's dad.
Possibly a member of a Naval Special Ops unit, barely survived the Plague.
Bit ticked off and used various backdoors in the naval systems to gather information to strike back at the Navy that betrayed him.

Well, given that the only living man we've met thus far (aside from the story of Whiskey's dad) is a rebel who was leading his troops into combat, the most obvious bombshell of info would be that the Plague did not happen everywhere, and/or it was somehow caused by the Alliance. Those are the things I can think of that would really screw people up on Earth if they found out.

Well, the question I want answered is when the @#$% do WE find out what's in Forseti? You know...for good and for all.
It's entirely possible to tease one's audience long enough with unrevealed information that their reaction will be more "FINALLY!" than "Oh, wow...that's so cool!" when it's at last trotted out. Just sayin'...
Not saying we're there yet, but...well, it could get that way.

I d'know...I'm terribly afraid we've guessed it already. We find out and we're all, "Oh, yeah...s'what I figgered...*psigh*"
...'course, if not, then yeah, we've got ourselves a bit of a bombshell. Cuz if it's not basically something to do with the male-killin' plague and how it got started, it could be juuuuuust about anything.
I'm kinna holding out for aliens, myself. 'Forseti' sounds, to me, like it could actually be, "For S.E.T.I.", only the pronunciation and spelling have evolved and shifted over the years. Wouldn't be the first time sci-fi has pulled something like that; remember V'ger from Star Trek: The Motion Picture?
'Course, I seriously doubt that's really it, but...well, it would amuse the hell outta me to discover that I'm right.
