To be fair, Whiskey managed to steal a Siren during the heart of the battle. I suspect she didn't leave during the battle because she hadn't collected all the information she wanted yet.
Of course there was time between the end of the battle and BG's incarceration that she could've escaped. It's reasonable to argue though that Toat would have figured that BG would be arrested fairly quickly after the battle and would be brought to Toat's "cell". Therefore if Toat had escaped in that time her disappearance would have been discovered a lot sooner than she probably would've wanted.
Having said all that I do think it's entirely possible that she was honestly waiting for BG. After all, she may be a deceitful bitch but BG is a "source" and even a a deceitful bitch knows you have to look out for your sources. At least until they become no longer useful, then you can push them out the air lock.
In other words, it's possible that Toat is in fact capable of actual human emotion. But that still doesn't mean she should be trusted.
